Rules Suck! Consider this …

What if we had a sports league , say football, that didn’t ban substances? Where athletes could take human growth hormones and accepted the risks. What would that look like? Or any sport for that matter?
How about not governing race cars where drivers would go as fast as they wanted? One that would have a driver race within his limits.

Why not? At least Congress could debate more important things than who’s juicing….
