Sen. Lindsey Graham says foreign aid is not redistribution of wealth

Sen. Lindsey Graham says foreign aid is not redistribution of wealth. He says he is against redistribution of wealth but claims that foreign aid i.e, redistribution of wealth from Americans to foreigners, is not redistribution.
