Obama's Executive Order On "Protecting" The Internet

Not sure if this was discussed but in Obama's speech yesterday (which I had to turn off because it was a bunch of fluff) he said he passed an EO regarding protecting the internet from cyber attacks. Was this talked about on here? Anyone know any details? Did he just force the next version of CISPA or SOPA through?
