What could the qualifications for protection be?
Link says the criteria are not public, but that the Sec of Homeland Security decides after consulting with congressional leaders.
It can't be primary wins: Paul hadn't placed better than 4th when this article was written. Can't be national polls, Paul has never been higher than 9%. Hard to believe it's based on fundraising, and since Q4 isn't official they probably aren't using it.
Perhaps they made him eligible at their own discretion. Maybe they didn't want to be flooded with emails from angry Paul supporters!
secret service gets in the way of campaigning
Past candidates and presidents have complained of the constraints imposed by their secret service detail. Some aspects of retail campaigning become very difficult.

It's interesting that according to that article, NONE of the top 6 Republican candidates, who all qualify for Secret Service protection, want it. It's not just Dr. Paul. Maybe the reason they don't want it is NOT because they think the SS might conspire to assassinate them, but because they think the Secret Service isn't very good. If Ron becomes president, I don't think he'll have a choice to opt out of SS protection... Nixon did opt of out SS protection after he left office... so Ron would not need to have SS Protection for more than 8 years.

I do executive protection and contracting for a living. I watched several pieces of footage of Dr. Paul both in rallies and mobile, and he does in fact have a personal security detail. From what I can see, they are private agents, and very well-coordinated. I will not give out the numbers I spotted or what methods they are using, but they are well-trained and experienced.
He's alright.
