This is a perceptive article. Notice also that Holder specifically named drones--leaving any other chosen method of elimination within bounds.

the authority to use a weaponized drone to kill an American "believed" to be in in combat on American soil. All others would require a different method of execution such as police, SWAT, DHS, CIA, UN, etc. etc.
