This is Holder's original letter to Rand Paul which surfaced late last night. It appears to give more details into the interpretation of the Administration's drone policy, but was scrapped for obvious reasons...
I had to had this part in because some people were having a hard time distinguishing between reality and satire...isn't that one of the points?!
(This is satire! but these questions must be asked.)
1. Does the President have the authority to use any drone, weaponized or non-weaponized to surveil, kill, or in any other way target an American not engaged in actual combat on American soil, where “engaged in combat” is defined as armed opposition in a defensive or aggressive battle with the Federal government of the United States?
2. If the President and his Administration do claim this authority, they should publicize the methods they will use to determine which Americans are to be surveiled, killed, or in any other way targeted and more importantly, indicate what clause in the Constitution grants this authority to the Executive Branch?
