If attacking another country based on the hypothetical possibility that they may attack us at some future date is a reasonable policy for the United States, then it must be a reasonable policy for EVERY country. Why then can't Russia attack Saudi Arabia based on the possibility (actually, the near certainty) that they may be funding Chechen terrorists?

In fact why isn't Iran justified in attacking the US/Israel before either attack them?

has ever gone to war with the hopes of losing and in this day and age that is what would happen in a nuclear war,nobody wins.Comparing what the countries of the past did to what they will do today is stupid and illogical.According to his logic we should be really watching Germany and Japan.Actually come to think of it we are wasting our money with bases in those countries because they do probably believe that,who knows what these neocons are thinking.

Yeah sure it's never happened before but then again Nuclear Weapons haven't been around for that long. Nuclear weapons gets easier to develop and more available by the day, relying on history it's not very wise as this is a new problem that requires new policy.

That said I'm by no means arguing for going to war in this case, I just think dumbing down such a broad issue to some principal that can be summarized in three words is a difficult task, and probably not desirable.
