Is Colorado paving the way to arrest Sheriffs?

Is "Governor Hickenlooper About To Give Secret Service Power To Arrest Colorado Sheriffs?" A blooger posted this:

A Colorado Sheriff responded, says it is not really so bad:

I do not like what I am reading. It sounds to me like it is giving Federal agents license to act as state agents, and it sounds like they can arrest a Sheriff, they just have to turn them over to the State.
