FBI knew all about the older brother. They contacted his family. They monitored with whom he had contact. They decided, for some unexplained reason, that he was not a threat.
He must have been in their database. He must have been on their radar. They must have known he lived in Boston.
And yet after the bombings, they showed video footage of him and appealed to the public to please let them know who he was.
They were treating this as a terrorist attack from the start. The first thing to do would be to check the database against suspected terrorists they knew of, especially those they knew lived in the area. That would include the guy they had been tracking who lived in Boston.
So, why did they pretend they had no idea who he was?
