The way law enforcement agencies approach online activity that appears sinister is this: “If you’re not a terrorist, if you’re not a threat, prove it,” he says.

Definition of terrorist

"I mean, it's not like the definition of 'terrorist' has been redefined to the point where it includes anybody who has so much as a mild criticism of the federal government."

To me, the definition of terrorist now includes "anyone who works for the federal government."
