who signs/certifies that candidate for president is eligible to run for office

who or what secretary in fed gov signs that a candidate for president is eligible to run for office based on his or her docs....

It is in the hands of the respective party's national committees to certify eligibility. They are supposed to receive certificates of eligibility from every individual States committee ratifying that a candidate is eligible under law in that state, and then are supposed to certify that the candidate is eligible under national law.

In other words, the criminal ratifies whether or not another criminal is worthy.
This information came to light as a result of the nagging and persistent question as to whether or not Obama is a Natural Born Citizen.
