The IRS Scandal Is a Test: Is It Too Hard to Fire Misbehaving Bureaucrats?

"Take this from someone who lives in the leafy suburbs of Washington DC. It is virtually IMPOSSIBLE to fire a civil servant. Basically they would have to kill someone on the job, with 3 witnesses, to get relieved of duty. Even then they’d probably get to keep their pension.

I am well aware of this.

I am well aware of this. People choose to work for the federal government precisely because they know they will be almost impossible to fire and will get a good pension and health benefits at tax payer expense. You should not be surprised by the quality of people who are motivated by those job attributes.
