Snowden certainly was no dummy. The courts have repeatedly thrown out lawsuits because the plaintiffs have "lacked standing" as a result of being unable to prove they have been subject to the surveillance state. They have been unable to prove this, of course, because of the wall of secrecy behind which Bush/Obama have been hiding. Thus, the courts have not been able to adjudicate on the purported constitutionality of the NSA programs (misleading suggestions to the contrary by MSM talking heads notwithstanding, of course).
It appears that this nefarious dynamic is all about to change.
Per Greenwald in the following interview, Snowden has provided names of specific targets precisely so that these victims can prove standing and challenge the legality of the programs under which they have been surveilled.

Update: Snowden/Greenwald's prior disclosures might have been sufficient to this end. The ACLU has filed suit today, and their standing to do so is rooted in the fact that they are Verizon Business customers, who were all subjected to surveillance, of course, as part of the dragnet program Snowden/Greenwald already revealed. Still, in case the court wanted to be stubborn and seek more specificity, the list of individual targets is the ultimate antidote to the "lack of standing" roadblock.
