"Those people take great risks... because when they sign on as sub-contractors, they have to sign their lives away essentially.
The Whistle Blower Protection Act in the United States that was just passed doesn't extend to people working in intelligence agencies or sub-contractors.
So that's a pretty heavy penalty to pay and it goes to show why there aren't as many [whistleblowers] as we would expect.. however, I think it's growing now in significance.
People leaking information now... not because they're a traitor to some other country, but because their conscience is upsetting them."
