Tools of war are not always obvious. The worst weapon is an idea planted in the mind of man. Prejudices can kill, suspicion can destroy, and a thoughtless, frightened search for a scapegoat has an everlasting fallout all of its own.
As the OP, I don't have much to say about this, as I'm absolutely NOT competent to condone or to criticize either.
Only thought I should share after stumbling upon it because I think it illustrates well:

On-coming cars could freak out.
2. Failing to account for sadistic drivers.
Some cows can't stand anyone else getting ahead, and may put you in danger to dissuade or prevent. Any one of those cars could have been looking for the cyclist and could do something unexpected.
Otherwise, let the cyclist be on his way. One less miserable traveler.
