Is This An Issue?

The only issue I can see with this is its the Military operating the drone. However it could be legal depending on Brazil's rules on the their military operating on domestic soil (I dont know Brazil's constitution)...

A drone providing security is not unconstitutional or any different than a police helicopter flying security for a large private event. A large event venue hires police to provide security. They use police and security officers and cameras. Sometimes they even pay for helicopters to fly over for extra security coverage. Their is nothing wrong with this. A drone does the same thing helicopters do but are cheaper to operate.
