I Have An Idea For Decriminalizing Drugs- That 'the folks' Might Accept

Okay, I know this won't be too popular here, and it's not my preferred policy. But it's an interesting idea non-libertarians might accept.

So, step one is to decriminalize drugs. Period, no one goes to jail for it.

Step two is to make fines for public possession. So, if you get caught with it, or smoke it in public, you get a small fine. The idea is that because it's decriminalized, they can't actually go looking for it. But, yeah, there's the tail light thing.

Step three is to levy fairly significant fines on dealers and growers. Not too much they can't afford it, because that will encourage violent crime.

Step four, take those fines and segregate them into a fund for rehab and recovery services. No one goes to jail for drugs, this money doesn't go into the normal budget. People get help.

Anyway, I'm 'going here' because I DON'T want drugs to be 'legal but regulated'. God, could you imagine.

Yeah, I live in fantasy world, but anyway seems reasonable if the goal is to make drugs a no-no.
