Has Obama ordered federal employees to voluntarily do certain jobs during the government shutdown?
If so, he may be in violation of the Anti-Deficiency Act of 1870, 31 USC Sect. 1342, which states in part:
"An officer or employee of the United States Government or of the District of Columbia government may not accept voluntary services for either government or employ personal services exceeding that authorized by law except for emergencies involving the safety of human life or the protection of property."
If employees were ordered to do voluntary work that does not involve the safety of human life or the protection of property, then there may be a case for removal from office without pay.
"Federal employees who violate the Antideficiency Act are subject to two types of sanctions: administrative and penal. Employees may be subject to appropriate administrative discipline including, when circumstances warrant, suspension from duty without pay or removal from office. In addition, employees may also be subject to fines, imprisonment, or both."
