More specifically, it smacks of those kinds of collective punishment tactics used to "spread the pain" to the civilian population when cracking down on insurgents who may have general popular support.
Its amazing how Obama and the people around him view the American people as an occupied population, trying to make them "hurt" and arbitrarily punishing people with unnecessary actions like barricading popular monuments, shutting down the Amber alter site, and others I am not aware of.
The goal of scaring, inconveniencing, and making life difficult for those who are supporting the other side in the conflict has military attributes and implications.
The way the administration views this is that they have to make the segment of American civilians who are politically supporting ("providing aid and comfort" to) the Republicans ("insurgents") pay.
The pain is not being distributed equally based on any objective, rational criteria of priorities for what gets funded and what doesn't. The Obama constituency is being sheltered from the pain while shifting it to the Republican constituency, to the extent possible.

These are tactics to demoralize and break the will of the people resisting Obamacare and supporting the Republicans. To make it too painful for them to want to continue the fight.
This is troubling and very revealing about the mentality of the administration and the DC ruling class in general. These are the kind of tactics you would expect to see from a foreign occupying power, not from a reasonable government that feels itself to be legitimate.
I'm not saying it is to the same degree, but it is the same in kind.
