GOP Creates a Exclusive Privilege ... Showing How Both Parties Exceed The Delegated Powers

Note that the government (the 15% closed) should "NOT" be reopened;

Because the legislatures are both far exceeding the Delegated Powers of the Constitution;

But this is a Good Example of how, as Thomas Jefferson in the Kentucky Resolutions indicates in EXCEEDING the LIMITED DELEGATED POWERS, that the "Legislatures" would make:

"...themselves, and not the Constitution, the "MEASURE" of their powers...":

Here the GOP has given the Majority Leader (themselves) a "Exclusive Privilege" to only "ONE MAN" at the exclusion of all others; A power that will not only be Misused by the GOP, but will assuredly in the future, be used to "assume power" "NOT" "DELEGATED" to them, by any party wielding the position of "Majority Leader".
