Looking for person, history sleuths lend me your knowledge

I remember a thread a few months back mentioning a woman in New York(?) who was vocal about the the lack of necessity to participate in the air raid drills during WWII. She was an individualist but I cannot place a name on her. She vocally opposed participating enough to draw the ire of Eleanor Roosevelt. Was this Emma Goldman or someone else? I can't seem to find a name through google associated with this issue.

The 1955 civil disobedience action against the compulsory air raid drills was led by Dorothy Day, Ammon Hennacy and other Catholic Workers, Ralph DiGia of the WRL, A.J. Muste and others.
