Fort Worth police chief apologizes after off-duty officers collect blood, saliva in roadside survey

The survey was conducted at two locations in Fort Worth by the National Highway Traffic Safety Administration and was supposed to be voluntary and anonymous.

“The survey provides useful data about alcohol and drug use by drivers, and participation is completely voluntary and anonymous,” NHTSA spokeswoman Kathryn Henry said.

Off-duty officers in uniform pulled over cars, asked drivers if they would participate in the survey and informed them they could be paid $10 to $50 for participation.
