NV Caucus is completely unreliable!

I was elected as a Precinct Chairperson in Washoe County, NV. We had 2 precincts (100+ people) trying to share one classroom designed for 30 kids and we only had 15-20 ballots per precinct.

We received an announcement that they were printing more but that we could just use pieces of paper if we didn't want to wait. I went to the front desk and got permission to move our precinct into an empty classroom and they again told me that we could just use paper as ballots or (even worse) that we could use scraps of paper and just write the name of the candidate you want and drop it in the envelope, they then proceeded to give me old flyers to tear in half and use the back for voting. There were dozens of people up there getting the same instructions for their precincts and rummaging for scrap paper. I told them I wanted official ballots, then the ladies went through some packages under the table and came up with about 100 more official ballots and just handed them to me, no record, no accountability, no chain of custody, I could have done anything I wanted with those. (I could have collected all the voting ballots in my precinct by hand and then snuck my stack of ballots into the envelope instead.) They told me to "take charge and tell the other precincts to do the same thing".

We moved to a private classroom and were able to conduct a "one person-one vote" secure caucus, sealed and signed the envelope and then handed the leftover ballots to other precincts who were still searching for paper. The Secretary and I carried the envelope to the front and were instructed to hand it over to the person with the red badge. I wanted to see where the envelope was going to go but they said they were too busy right now trying to sort out the ballot mess and that this was how it was going to be. We gave him the envelope and left but there were still plenty of people scrounging for paper.

Will these scrap paper ballots count?
How do they work with an electronic vote counter?
How can we determine how many scrap paper ballots were used?
How can we authenticate if they were counted?
How could they have let this happen?
Not enough cheap paper ballots... give me a break.

This is an election for the GOP Candidate from NV for the office of President of the United States. We must demand paper ballots and public counting for ALL VOTES in NV from this day forward. Show us the results of OUR CAUCUS.
