That would be: always.

One of these days people will figure out that it isn't just their government that's bad; "government" was a bad idea from its inception. One cannot protect society from coercion, theft and murder by institutionalizing and legalizing coercion, theft and murder . . . and renaming them "law," "taxes," and "war."
