principle:
a fundamental, primary, or general law or truth from which others are derived

Maybe there are 2 questions

Maybe there are 2 questions in his mind. First, what is a principle? And second, how do we apply that principle in a given situation? He agrees with the principle of self-defense, but what about judgment calls? In other words, if a country judges another country to be a threat then, even without substantial evidence, aggression is justified. In other words, this is an exception to the "magic formula" as he states it.
