Edits to the Wikipedia profiles of Alex Jones and Abby Martin which malign the two alternative media personalities as Kremlin propagandists are linked to an IP address associated with the House of Representatives, prompting suggestions that the U.S. government is involved in an online smear campaign.
Yesterday evening a Wikipedia user attempted to edit radio host Alex Jones’ profile to add the sentence, “Following his appearances on Russia Today, there were allegations that he was a disinformation agent with ties to the Kremlin.”
A simple trace on the IP address that posted the entry reveals that the computer involved “is registered to Information Systems, U.S. House of Representatives.”
A separate edit describes RT host Abby Martin as a “Russian propagandist,” despite the fact that Martin made headlines back in March for publicly criticizing Russia’s involvement in Crimea on her own show. The IP address leads back to the same computer.
Although the Alex Jones entry remained pending, the entry describing Abby Martin as a “Russian propagandist” was posted live to Wikipedia before being amended a minute later.

An amendment that would legalize the use of propaganda on American audiences is being inserted into the latest defense authorization bill, BuzzFeed has learned.
The amendment would “strike the current ban on domestic dissemination” of propaganda material produced by the State Department and the independent Broadcasting Board of Governors, according to the summary of the law at the House Rules Committee’s official website.
The tweak to the bill would essentially neutralize two previous acts—the Smith-Mundt Act of 1948 and Foreign Relations Authorization Act in 1987—that had been passed to protect U.S. audiences from our own government’s misinformation campaigns.

The newest version of the National Defense Authorization Act (NDAA) includes an amendment that would legalize the use of propaganda on the American public, reports Michael Hastings of BuzzFeed.
The amendment — proposed by Mac Thornberry (R-Texas) and Adam Smith (D-Wash.) and passed in the House last Friday afternoon — would effectively nullify the Smith-Mundt Act of 1948, which explicitly forbids information and psychological operations aimed at influencing U.S. public opinion.

For decades, a so-called anti-propaganda law prevented the U.S. government's mammoth broadcasting arm from delivering programming to American audiences. But on July 2, that came silently to an end with the implementation of a new reform passed in January. The result: an unleashing of thousands of hours per week of government-funded radio and TV programs for domestic U.S. consumption in a reform initially criticized as a green light for U.S. domestic propaganda efforts. So what just happened?
Until this month, a vast ocean of U.S. programming produced by the Broadcasting Board of Governors such as Voice of America, Radio Free Europe/Radio Liberty, and the Middle East Broadcasting Networks could only be viewed or listened to at broadcast quality in foreign countries. The programming varies in tone and quality, but its breadth is vast: It's viewed in more than 100 countries in 61 languages. The topics covered include human rights abuses in Iran, self-immolation in Tibet, human trafficking across Asia, and on-the-ground reporting in Egypt and Iraq.
The restriction of these broadcasts was due to the Smith-Mundt Act, a long-standing piece of legislation that has been amended numerous times over the years, perhaps most consequentially by Arkansas Senator J. William Fulbright. In the 1970s, Fulbright was no friend of VOA and Radio Free Europe, and moved to restrict them from domestic distribution, saying they "should be given the opportunity to take their rightful place in the graveyard of Cold War relics." Fulbright's amendment to Smith-Mundt was bolstered in 1985 by Nebraska Senator Edward Zorinsky, who argued that such "propaganda" should be kept out of America as to distinguish the U.S. "from the Soviet Union where domestic propaganda is a principal government activity."

In May of last year I noted at this blog reports that an amendment had been slipped into the 2013 NDAA bill that nullified two U.S. laws - the Smith-Mundt Act of 1948 and Foreign Relations Authorization Act in 1987 – that ban domestic propaganda. This month marks the official repeal.

On 12/29/12, President Obama signed HR 4310, the 2013 National Defense Authorization Act. Section 1078 (thomas.loc. gov/cgi-bin/query/z?c112:H.R.4310:) of the bill authorizes the use of propaganda inside the US, which had previously been banned since 1948 when the Smith-Mundt Act was passed.
History of Section 1078:
1) First version of NDAA is proposed, does not include domestic propaganda legislation (3/29/12)
2) Domestic propaganda legislation introduced by Rep. Thornberry as stand-alone legislation not related to NDAA, HR 5736, entitled ‘Smith-Mundt Modernization Act of 2012.’ Defeated in committee vote. (5/10/12)
3) Exact text of HR 5736 introduced as Section 1097 of third version of NDAA, which was approved by the house. House sends bill to Senate. Section 1097 is entitled ‘Dissemination Abroad of Information about the United States.’ The text of this Section 1097 is virtually identical to that of HR 5736, except one word is removed (see below)*. 4) NDAA referred to Senate. Section 1097 appears in fourth version of bill, ‘Referred in Senate’ version. In this version, there is a Section 1078, listed as ‘Authority for Corps of Engineers to Construct Projects Critical to Navigation Safety’ (6/19/12)

*There is only one difference between the text of HR 5736 and Section 1078, and it is that the word ‘primarily’ from ‘intended primarily for foreign audiences’ appears in HR 5736 but is removed in Section 1078 of HR 4310 and the wording is ‘intended for foreign audiences.’
Below I’m going to paste the important parts of the bill’s text to help your writers. Bracketed text is mine. The beginning of the bill is misleading, and apparent reversals of clauses in it are made in subsequent subsections (however, if the reader uses a broad interpretation, they’re not really reversals, only expansions on the original meaning):
SEC. 1097. DISSEMINATION ABROAD OF INFORMATION ABOUT THE UNITED STATES.
(a) United States Information and Educational Exchange Act of 1948 [aka Smith-Mundt Act of 1948, which banned domestic propaganda]- Section 501 of the United States Information and Educational Exchange Act of 1948 (22 U.S.C. 1461) is amended to read as follows:
Sec. 501. (a) The Secretary and the Broadcasting Board of Governors are authorized to use funds appropriated or otherwise made available for public diplomacy information programs to provide for the preparation, dissemination, and use of information intended for foreign audiences abroad about the United States, its people, and its policies, through press, publications, radio, motion pictures, the Internet, and other information media, including social media, and through information centers, instructors, and other direct or indirect means of communication.

SEC. 208. CLARIFICATION ON DOMESTIC DISTRIBUTION OF PROGRAM MATERIAL
(a) In General- No funds authorized to be appropriated to the Department of State or the Broadcasting Board of Governors shall be used to influence public opinion in the United States. This section shall apply only to programs carried out pursuant to the United States Information and Educational Exchange Act of 1948 (22 U.S.C. 1431 et seq.), the United States International Broadcasting Act of 1994 (22 U.S.C. 6201 et seq.), the Radio Broadcasting to Cuba Act (22 U.S.C. 1465 et seq.), and the Television Broadcasting to Cuba Act (22 U.S.C. 1465aa et seq.). This section shall not prohibit or delay the Department of State or the Broadcasting Board of Governors from providing information about its operations, policies, programs, or program material, or making such available, to the media, public, or Congress, in accordance with other applicable law.
(b) Rule of Construction- Nothing in this section shall be construed to prohibit the Department of State or the Broadcasting Board of Governors from engaging in any medium or form of communication, either directly or indirectly, because a United States domestic audience is or may be thereby exposed to program material, or based on a presumption of such exposure. Such material may be made available within the United States and disseminated, when appropriate, pursuant to sections 502 and 1005 of the United States Information and Educational Exchange Act of 1948 (22 U.S.C. 1462 and 1437), except that nothing in this section may be construed to authorize the Department of State or the Broadcasting Board of Governors to disseminate within the United States any program material prepared for dissemination abroad on or before the effective date of the Smith-Mundt Modernization Act of 2012.
[Note that section B expressly allows the use of propaganda domestically, as long as there is some possibility that at least one non-US-citizen will eventually receive the given communication]
This bill appears to not only open the door to legalization of the dissemination of propaganda in America, but would also legalize covert infiltration of media organizations by government agents and even the creation of media outlets that legally operate entirely as government fronts.

The UK intelligence agency GCHQ has developed sophisticated tools to manipulate online polls, spam targets with SMS messages, track people by impersonating spammers and monitor social media postings, according to newly-published documents leaked by NSA whistleblower Edward Snowden.
The documents – which were published on First Look Media with accompanying analysis from Glenn Greenwald – disclose a range of GCHQ "effects" programs aimed at tracking targets, spreading information, and manipulating online debates and statistics.
The disclosure comes the day before the UK parliament is due to begin up to three days' debate on emergency legislation governing British surveillance capabilities. With cross-party support the bill is expected to be voted through this week.
The Pentagon and spy agencies have been busted manipulating the Internet – including social media – in order to promote false propaganda and to stifle dissenting information.
Earlier today, newly-released Snowden docs showed that British spies manipulate polls, website popularity and pageview counts, censor videos they don’t like and amplify messages they do.
We’ve documented for years that big social media sites like Reddit are censored and manipulated.
A Redditor calling himself “FreedomIntensifies” just posted a fascinating analysis on military manipulation of Reddit by a specific base:
Check out this blog post with reddit statistics. Notice Eglin Air Force Base as the “most addicted” city. This is about a year ago, so reddit has been getting heavily sh!tp0sted by government employees for at least this long.
Here is a paper funded by Eglin AFB studying how to establish majority views, social control, influence conversations, contain unwanted information. Eglin AFB is a major hub for Pentagon domestic manipulation programs online.
A lot of this got established right when the war on terror started. Then in 2012 the Smith-Mundt Modernization Act legalized Pentagon / other agency domestic propaganda. That’s not to say what we think of as ‘propaganda’ or manipulation wasn’t going on before – just that they no longer have to plausibly believe the narrative they try to trick you into buying.
All this stuff is like 21st century cointelpro and project minaret.
