BAGHDAD (Reuters) - Islamist insurgents have issued an ultimatum to northern Iraq's dwindling Christian population to either convert to Islam, pay a religious levy or face death, according to a statement distributed in the militant-controlled city of Mosul.

What are you able to do without government permission? Without paying a government fee or tax?

Everything you eat must be government approved, everything you do for a living must be government approved, traveling on the roads must be government approved, everything on tv and radio must be government approved...even owning a dog must be government approved.

Where's the free? Where's the individual liberty? I'm not saying one always obey all these laws but every time one takes matters into their own hands, they enter the black market and become a criminal.

And they get your rewards money from the vendors you use your card with. And those sound like high kick backs, what card do you have?

Maybe you could learn to be happy, have a good attitude, and be constructively critical. Maybe then you could help innovate our way to individual liberty.

Let's say a gang takes over my neighborhood. They do what they want, burn down buildings, steal the cars, beat the people and collect "taxes" from anyone left. Until the police and the law catches up to them would you call them the government?

-But lets say, the thugs do everything you said...then trounce the cops or any other competing force that arrives thus establishing that they can initiate harm as they please with legal impunity, then yes, they are the government. They make the rules, society obeys or society will face the wrath of the rule makers.

Government does not work for society. It GOVERNS society. Consider:
-Is the legislature legally obligated to obey the individual, or is the individual legally obligated to obey the legislature?
-Is the legislature legally obligated to obey the whole of society, or is the whole of society legally obligated to obey the legislature?

Additionally consider:
-Can you bring an action against a legislature that passes a statute that harms you? No.
-Can you bring an action against a cop who enforces that Statute? No.
-Can you bring an action against a judge who upholds that statute? No.
That is the ability to initiate harm with legal impunity. And It can only do this when it has achieved sufficient rule making dominance over society.

And this dominance can be achieved by either:
-voluntary compliance,
-coerced compliance...
-or some combination of the two.

It has the power to take everything you hold dear (including your property, your body, your money, your children, your time) micromanage your daily affairs, your property, your agreements, and is not obligated to provide anything in return.

If isis or whatever entity has achieved sufficient rule making domination over the people it occupies, that it can grant itself the power to initiate harm with legal impunity, then it is every bit a government as any other.

A tax is a nonconsensual taking where the taxer is not obligated to provide anything in return for the tax.

Governments can work for society

by governing by making and enforcing rules that protect individuals and property.

When an entity possesses those elements it is a government:

1) A distinct entity
2) that has achieved sufficient rule making dominance over a society
3) that it can grant itself the power to initiate harm with legal impunity.

Nothing new: the millet have always had to pay a tax

This is nothing new, but dates to 636, when the conquest of Damascus brought a large Christian population under Islamic control. The nonbelievers were called the millet, and had to pay a tax for nonbelief. At the time, it was a sign of great tolerance. In so many other cases, no amount of money could be paid to save the lives of nonbelievers. In another case, the Spanish turned it around and charged their millet a tax. Finally, they ordered their millet to either convert or split. The Inquisition was formed to check up on the formerly moslem or Jewish conversos. In Iraq, the millet have not paid the tax since the Ottoman Empire collapsed, as the Iraqi kingdom and then the Republic had minority laws to protect nonbelievers.
