A document released by the U.S. Army details preparations for “full scale riots” within the United States during which troops may be forced to engage in a “lethal response” to deal with unruly crowds of demonstrators.

The appearance of the document amidst growing unrest in Ferguson, Missouri, with the National Guard now being called in to deal with the disorder, is an ominous coincidence.

The 132-page document, titled U.S. Army Techniques Publication 3-39.33: Civil Disturbances (PDF), was written in April 2014 and recently obtained by Public Intelligence.

The document makes it clear that the techniques detailed therein are to be applied both outside and inside the “continental United States (CONUS)” in the event of “unruly and violent crowds” where it is “necessary to quell riots and restore public order.”

The training manual outlines scenarios under which, “Civil unrest may range from simple, nonviolent protests that address specific issues, to events that turn into full-scale riots.”

The most shocking aspect of the document is the fact that it describes the deployment of a “lethal response” directed against “unarmed civilians,” including “sniper response” and “small arms direct fire.”

Under the heading “sniper response,” the document states, “Ensure that target leaders or troublemakers are targeted,” in addition to a passage which states, “Exploit the psychological effect of an attack.”

Under the heading “small arms direct fire,” the manual states, “Escalate gradually, starting with a small caliber, single round and work up to a large caliber, automatic.”

Another graphic which depicts “escalation of trauma” directs soldiers how to use “riot batons” in order to cause the necessary level of injury or death to the subject. “Deadly force final target areas” include the back of the neck, the solar plexus, the neck, the spine and the head.

In light of events in Ferguson, where a predominantly black community has faced off with militarized police, it’s interesting to note that the manual makes reference to civil unrest that can arise out of “ethnic hatred” and, “Community unrest (that) results in urban conflicts that arise from highly emotional social and economic issues.” The document also mentions how rioters target “retail stores,” as happened during the looting in Ferguson.

** For me, the most interesting part oddly enough, isn't even the fact that they're now openly (anyone here doubt whether Feds wouldn't have sniped unarmed protesters, regardless, when they have a history of doing it, with or without 'official' doctrine okaying it??) greenlighting it, it's that it outlines a new ROE (Rules of Engagement) directing a sniper to target various body parts, for psychological force-multiplier effect!

As anyone who's ever done any long range shooting would know, aside from specific hostage situations or embassy situations (where an American in uniform killing a native is frowned upon, with much larger geopolitical diplomatic implications), you don't selectively target body parts, like in the movies, unless you're a sadistic fcuk. In a battlefield, a sniper's primary role is recon/scouting, provide cover & 'unknown X-factor' force multiplier. And, you only really target center mass, or whatever the hell's visible. The direct & indirect 'psychological' factor vs your enemies, is only in that they don't know where the sniper is, or where or when and from how far or close their lives will be taken.

NOT, so that you can play god vs unarmed AMERICAN protestors (as in their salary paying employer BOSSes). Well, all this is really a moot point, as we already are living in a policestate. But for the sake of conversation, in the context of 'what something is advertised to be/supposed to be,' y'all get the gist.

That said, even in US embassies abroad in dangerous arenas, where 'anti-American' protests by the local population is the relative norm, the protocol has always been clear: only when a visible threat (as in smallarms) is directed toward the facility, individuals, or the embassy/consulate's security detail, are they okay-ed to engage. One notable instance, before the AfPak & Iraq invasion/occupation, was of a USMC sniper at US embassy in Port Au Prince, Haiti, in the 1990's, who took out a machinegunner, who was taunting him outside the walls of the embassy, and was about to swing the muzzle around toward his direction. You can probably find the interview online somewhere; believe he was featured in one of those History or Discovery channel mini-docs.

Plus, embassies have far more international diplomatic/geopolitical implications which any hostED nation would not want any lone individual 'representing' their nation's colors, on their host sovereign nation's soil, to be antagonizing the local population.

The Marine Security Guard program was established in December 1948. Marines on MSG duty provide internal security preventing the compromise of classified material vital to the national security of the United States. They also protect U.S. citizens and U.S. government property located within designated U.S. diplomatic and consular premises.

But observe, unless it was a local Bosnian police sniper and not a USMC security detail, even with a full auto AK47 wielding nut, they shot him only to incapacitate enough for the local PD to be able to arrest him, NOT kill him, or dicker around for psychological warfare vs rest of the populace:

A federal judge has ordered the Federal Bureau of Investigation to give her a better explanation for its refusal to turn over information to a student researching an alleged plot to assassinate “Occupy” protest leaders in Houston.

The ruling stems from a lawsuit brought by a Massachusetts Institute of Technology graduate student who is seeking records from the FBI related to a Houston spin-off of the 2011 Occupy Wall Street protests and an alleged sniper plot. The student claims that the heavily redacted responses he got back from the government violated the Freedom of Information Act.

Information about the alleged plot first surfaced in FBI documents — released through a prior FOIA request by a civil-rights legal organization in Washington – that referenced a “plan to kill the leadership via suppressed sniper rifles,” according to court documents. It’s not known who was behind the alleged plot or whether the FBI investigated it.

I've been following Dr. Paul since before he announced his 2008 run.

I've been following this site for a long time. And I've noticed you.

You are a cancer that needs to be excised from this movement. You care more about promoting the ideas of a laughingstock like Alex Jones than promoting real change, the ideas of Ron Paul, or freedom.

You engage in petty and transparent attempts to manipulate the words and motives of your critics: alleging that they're paid agents, ad-homming them by calling them noobs, attempting to deflect when they argue that you're despicable by asserting that they're "mad," bringing out your bury brigade band of freaks, the list goes on and on...

If this is your idea of helping support the liberty movement, I suggest you find another movement. Hell, given that you're a liability, please go support a neocon, a Democrat, or one of Sen. Paul's rivals for the nomination. That's the best way you can help. Plus we'll be free of you.

Plus, seeing as how this seems to be very first direct 'conversation' I've ever had with you, you're not off to a very good start. I don't expect much more in the future, either, at this pace.

so, I'd say let it be. have your piece, have your angst. but I'd recommend you not hold on to it: you may have many of your posts and ideas challenged here, as well as in person to person/face-to-face offline arena. and if you can't handle criticism, constructive critique, or reasoned dismissal without understanding where the counterparty may be coming from, or ponder why they maybe saying what they're saying, in the manner they're saying it, you're gonna have a lot more of these "I find that offensive"-moments.

Whenever I come across lack of geopolitical acumen displayed in any conversation I'm engaged in, I personally find that to be woefully 'offensive.'

But, the difference?

I accept and realize that the only person that can 'make' that lack of acumen rise, is that individual him or herself: they have to choose to raise their own understanding of the world, because they WANT to, and CHOOSE to, and that there will always be others who are far more informed, or nuanced, and not get hung up or pissed off about it, but choose to be more informed.

It appears you've attended my mother's "Personal responsibility" seminar! :) In which you also learned "you do not have the right to not be offended" and that no one can "make you feel" anything... One chooses to "allow" themselves to be offended (and perhaps then even wallow in the offense).
