Giuliani was on machines in NY
The Dems had the first bunch of rows (it's columns in NYC, but I'm upstate) and the Republicans were way down on the bottom row, actually a bit hard to find. The election worker sets the machine for Dem or Rep; I assume only one set of levers works at a time. Ron Paul was listed first, then there were some blank spaces for the removed candidates (Duncan Hunter, the other dropout, and Alan Keyes, who didn't submit enough delegates to stay on the ballot) then Giuliani, who dropped out too late to be removed, followed by the others. So, expect some NY vote for Giuliani, whether or not they report it. :-(

I would bet these votes came from Southern St Louis suburbs. They always report first in statewide elections. This is Neo-Con central. We will beat Rudy.
I just saw my first Ron Paul commercial in Kansas City. On CNN 45 minutes after the polls closed. It could have been intended for Kansas, but a majority of KC's residents are in MO. The KC market also represents the biggest city in KS (which caucuses Saturday), but yesterday this would have been more bang for the buck.
NOT ANYMORE HE ISN'T!
Paul's ahead of him now. I don't know if that's an "early voting" state, but that might account for it.

Here's why:
A candidate is not automatically removed from the ballot when he quits the race. It varies by state, but sometimes candidates who qualified for the ballot remain on the ballot regardless of their intentions. In Tennessee, right now with 11% reporting, Fred Thompson has 10% of the vote. Giuliani is polling in at least 5 states (as I type this hes in SECOND PLACE in New Jersey).
It's the rule of the game. If I ran the world I'd make it so only currently declared candidates remain on the ballot, but that's not the way the world works.

Some states have a deadline for changes to the ballot. If he dropped out after that date then he's still legally on the ballot, even if he doesn't want the job anymore.

Some states have pre committed delegates.
I don't understand all the ins and outs to it, but it isn't only one state.
