How many people realize, now, that the congressional campaign is critical to support the presidential?
First, he has been getting re-elected in is district. I imagine most people who vote for him for congress would also vote for him for president.
He had to focus on the congressional race, not to hedge his bets, but to convince these voters he needs them and takes them seriously.
I heard somewhere that his district is the size of Massachusetts. I don't know the population, but I'd guess it would help him significantly in his Texas race to get a majority there. Additionally, he can get significant local press coverage in his congressional race, much of which covers his platform.
