They decide themselves how to vote (ballots, hand vote, arm wrestling.. whatever) and then the chairman tallies up the vote in public and writes down the results on a form in triplicate copies and sends it in.
The delegates know they are delegates and they know who else are delegates so its pretty sound. If they showed up at the district caucus and were not delegates.. or the delegates for their precinct where not the people originally elected.. than they would know something is wrong.
Tukwila, WA…Washington State Republican Party Chairman announced tonight that Senator John McCain has won the 2008 Republican precinct caucuses in Washington State. With 87.2 percent of precincts reporting statewide, Sen. McCain leads the GOP field with 25.5 % of delegates. Former Arkansas Gov. Mike Huckabee took 23.7 %, Texas Congressman Ron Paul 20.6 %, and former Massachusetts Gov. Mitt Romney won 16.5 %. Approximately 12.7 % of delegates reported their preference as “uncommitted”, while another 1.1% reported their preference as “other.”
Washington State Party Chairman Luke Esser released the following statement this evening, “What a great day for Washington Republicans. They came out in full force today to support their candidates, and to make their voices heard. Congratulations to Sen. McCain for a hard-fought win, his second caucus victory in the 2008 presidential nomination process. And congratulations to Gov. Huckabee for his strong second-place finish.”

If they thought they had a better chance of being elected as uncommitted rather than Ron Paul delegates they ran uncommitted.
These delegatesn are precinct level delegates. They will go to a county convention in March and vote for state level delegates. The winners who go to the state convention will elect the national delegates. These national delegates are the ones that really count. So, as you can see, there is still a long way to go. Considering that it is really close right now, and any delegate can still change his mind, The Romney count and uncommitted count we are far from out.
Another point to think about is that the caucus only counts for about 1/2 of the final delegates. We have a primary for the other half. It will be held on Feb. 19th,
87.2%. They are calling McCain a winner although the remaining votes may change the final results. This is strange to me. If Tacoma hasn't reported as some on DP are saying how come the WA GOP is already calling it a done deal for McCain?

If the results from each caucus are determined at the caucus why does it take all night to add up the totals? And then only 87 percent.
Don't the caucus voters vote? How do they vote? Show of hands? There must be something they are counting.
Also, didn't someone from Washington who was selected as a delegate mention he was left alone with the ballots. That would imply there were ballots.
