Why did Ron Paul state that he was scaling back the campaign?

What is the message here? The MSM has latched on to those very words.
Ron Paul could have easily scaled back the campaign, without advertising it to his supporters (and MSM) in a letter.
But he used those words for a reason. Any thoughts as to why?

To conserve money, he has to concentrate on the states still before him. The grassroots will have to function as staff in the states that have already held their primaries.
Please keep donating, and consider donating to his congressional race as well.
Our opponents would like nothing better than to see us get discouraged and quit, because then they will be told in no uncertain terms that there is no real movement at all.
If we fight to keep RP in the race, or at least in Congress, it will send the message that we are indeed in this for the long haul and that we will keep fighting for freedom. Future freedom candidates will know that we won't take our toys and go home at the first (or 2nd, or even 3rd) signs of opposition.

my son and i were the staff for the ron paul hq in bangor maine. the office opened 3 weeks before the caucus. it shut down right after the caucus.
that is the same for all ron paul hq nationwide.
there is NO need to pay rent etc and staff once the primary/caucus is done.
what's the point?
dr. paul made a visit to maine before the caucus. he was the only presidential candidate to do so. the rally he held at the state house was packed - considering it was on a monday morning and there was only a couple of days notice. we were scrambling to get the info out.
we made the local news. it was cool!

The campaign staff has managed to hand Ron Paul a last place, or near last place finish in every State. I'd do something different too, even if it was wrong, maybe it'll change our luck.

The secondary reason is that Texas holds it congressional primary the same day its holds its Presidential primary. With Mitt out of the race, at least for now, Dr. Paul wants to preserve his congressional seat rather then continue to spend money that wasn't there and has not been coming in. This is all stated clearly in Dr.Paul's email. Obviously there was not enough money for Dr.Paul to hop scotch around the country and at he same time continue to return to Texas to preserve his congressional seat in the event the RNC changes it rules or some back room deal gets cut to avoid a brokered convention.
Lastly the largest delegate pool available in any one state yet to have a primary is Texas.I will take a great mental leap and predict that while Dr. Paul is in Texas preserving his congressional seat, he will also be campaigning hard to win Texas, after all it is his home state. will clearly show that as of the end of Jan. the campaign has $7.8 million on hand, plus what ever has come in this month minus expenses.

I will support and vote for the Republican nominee for U.S. President in 2008, the incumbent will not (unless it's him)." Clearly, Dr. Paul has his work cut out for him, have faith, the revolution will continue.

Good idea
Why waste money on rent for offices in states that already had a primary? They can re-open later. I'm glad he is doing this. The money is better spent on other things.

My state of Nevada had a caucus followed by a non-binding straw poll in which RP placed second after Romney on January 19. I was elected a delegate from my precinct along with another RP supporter and 6 Romney delegates. We need to have more campaigning here in Clark County, Nevada before the March 8 Convention, and then the April 26th state GOP convention. Most Romney supporters here are Mormon and have a very favorable view of Dr. Paul's state sovereignty views. We can still do it!

He actually said "leaner and tighter." But the problem is a whole array of different euphemisms (leaner, etc) have been used for so long by businesses to mean "scaling back" -- just as businesses use the word "reorganize" as a euphemism for firing employees in big batches.
Regardless of which campaign is out there, ALL of them are reducing staff and closing offices after Feb 5th in the states that voted on that date. (Just as everyone closed their NH and Iowa offices in the weeks following those events).
The problem is that since the campaign sent out NOTHING between Feb 5th and the late Friday email -- the silence was seen as significant (as it was) and ANYTHING in the subsequent email would be used (if at all possible) to show that he was "folding tents." It was not merely the MSM that thought this, but many supporters. In my state we had a Meetup Organizer drop out.
Since the email also stated that the emphasis would now (at a rather critical point in time) be on his local Congressional race, well it was a foregone conclusion that they would spread it like this. I anticipated it and immediately following the email's release, even wrote posts on DP and RPF stating how the MSM would be likely to seize on it and mischaracterize it; and that we needed to be prepared for it. (And I believe I was called a troll more than once.)

I was elected as delegate to the county GOP convention in the Nevada caucuses on January 19th. These caucuses were followed by a non-binding straw poll in which Dr. Paul finished 2nd statewide behind Mitt Romney (there is an enormous LDS community in NV). I, along w/ another RP delegate and 6 Romney delegates were elected to our County GOP convention to be held on March 8 (http://www.clarkgop.org/) which will select delegates to our State GOP Convention on April 26 (http://www.nevadagop.org/Calendar/), and is only there that the delegation to the National GOP Convention in St. Paul, MN will be selected.
The issue at hand is what will happen to those delegates who supported Romney. I also know in my precinct (because I was precinct captain) that the three alternate delegates selected were RP supporters (lots o' Mormons in the room). Will the Romney supporters even show up to the convention? And if they do, are they open to our message of liberty and states' sovereignty? The Ron Paul 2008 campaign should be working hard to campaign for delegates here in Nevada as well as other caucus states which haven't held the delegation conventions like Maine, Iowa, Minnesota, Montana, North Dakota, and others!

Cutting Back
I believe cutting back staff and office locations because of cost. He is trying to make the money last. The money isn't coming in like it was because people believe he dropped out a long time ago because of the lack of media coverage. The media blackout has done damage. I believe he doesn't need offices everywhere. I was part of the Orlando Meet up and we didn't use the local office at all. We did all the work and for free. If we could do it over, he would have saved a ton of money by letting his volunteer foot soldiers do all the work by just giving us the supplies we need. The offices with their paid staff, did nothing to forward the movement. So cutting back to stay in the race as long as possible.

I liked the idea of a local "store"
As a place where supporters could get signs & supplies.
But I wonder if this couldn't be done in the future by a more "decentralized" model -- i.e. without having to pay rent and have the paid staff costs.
Maybe even a way of using the "free market" -- I mean we DID do amazing things with this (RonPaulStickers.com etc)... but maybe something like a "Store in a Box" type thing, complete with display. Subcontract with or let a "supply" house "sell" the things at a small profit, and that way a local tavern or other small business owners (not even necessarily just retailers) could quickly become a "campaign center" (and if they are merely "reselling" items they purchased from a supplier then it is a for-profit business operation and should not be subject to FEC regs).
AND you could have a lot more of them... (local plain-Jane citizen supporters could also buy and setup the displays in homes, etc. as well if they wanted to... no reason why not).
