More shenanigans in Washington state
The Washington GOP is now at 96.0 % precincts reporting. Today is the deadline to have 100 % reported. I've been following the count and earlier this week talked to someone involved in doing the count.
MSNBC has the actual delegate numbers, not just the percentages. They have been getting the numbers from the Washington State GOP.

Here are the numbers they are reporting.
96.0 %
McCain 3,191 26%
Huckabee 2,898 24%
Paul 2,666 22%
Romney 1,903 15%
Uncommitted 1,662 13%
for a total of 12,320 votes counted
I saved the numbers from 87.0 % as reported on the same MSNBC website.
John McCain 3,468 26%
Mike Huckabee 3,226 24%
Ron Paul 2,799 21%
Mitt Romney 2,253 17%
Uncommitted 1,729 13%
for a total of 13,475
That is a loss of 1,155 votes.
Actually, that not entirely accurate. Those aren't votes, those are the presidential preferences of delegates selected. So what was lost was not votes, it was DELEGATES!
1,155 selected delegates are now missing. Notice how the percentages are basically unchanged so the argument could be made that the "vote count" did not change anything. But this is not a popular vote contest, these were selected delegates.
It would be like having a classroom of 20 children, 10 boys and 10 girls. They go to recess and when they come back there are only 14 children, 7 boys and 7 girls. The percentage of boys to girls is still the same so its no big deal, right?

Washington State is Totally Winnable
The Ron Paul delegates just need to show up in force, and any of the Huckabee, Romney or undecideds who decide to come and who don't want McCain, will have only one choice.
It shouldn't be too hard a choice to make: who has the most money? Who has the biggest organization, worldwide? Not to mention what he stands for, and he can beat the Democrat.

More Than 100%?
Do you have a link to the actual GOP site? You're citing the MSNBC numbers (which they say are obtained from the WA GOP); do these MSNBC figures at 87% and 96% line up identically with the GOP figures at 87% and 96%?
I also noticed an extra percentage point using the numbers you provided -- compare the 87% figures (left side) with 96% figures (right side):
McCain: 26 / 26
Huckabee: 24 / 24
Paul: 22 / 21 (so, went down 1% in latest figures)
Romney: 15 / 17 (so, went up 2% in latest figures)
Uncommitted: 13 / 13
87% figures: 26+24+22+15+13 = 100%
96% figures: 26+24+21+17+13 = 101%
So, somehow, delegates were lost...while percentages rose, um, over 100%.
Oops ...
you reversed the order of the 87% and 96% results. Doesn't matter, though, because (as mentioned in another reply) the "101%" is just the result of rounding off fractions. The real story is the disappearance of so many delegates.

This is just too horrible for words. People should be calling this election supervisor right and left.
Creative rounding
The percentages on the MSNBC site are creative rounding. The "Official" WA GOP site has percentages but no delegate counts.
