Anyone know about this technology?

Not to start fear mongering, but I work with a guy who was in Germany training for the Vietnam War. He was training with launching nuclear warheads the size of a trash can from the ground. This ground launcher was set up with three people and could be transported by all three of them in the back of a car. The warhead could vaporize a city from 30 miles away. If they had this technology 30 years ago, what's to stop them today?

Ugh.

Sounds like its biggest problem (aim) is solved today with a GPS guidance package attached to it.

But it won't do a city. But it'll sure ruin a lot of people's day!

Umm... a single warhead

Umm... a single warhead cannot "vaporize a city". Not even MIRVED nukes can do that. Absurd.
