Can We Fill Current House and Senate Vacancies With PAULITICIANS?

I am a resident of CA district 12. Our Congressman Tom Lantos died on February 11th. This got me thinking... I wonder how easy it would be to get some Paul Supporters elected in these "Special Elections?" It looks like to me that they try to fill the vacancies as soon as possible. Most of the time I think these replacements are slipped in under the radar will little or no "hoopla" involved.
Does anyone else know how this is done and if we can use these vacancies to our advantage?
