I thought the guy

was fairly clear in his article about what was going on

This story is flawed...
...in that Ron Paul didn't "officially end" his campaign, nor did he suspend his bid for the White House. If he did either, which one did he do? Did he end, or suspend? You can't do both. And in this case, RP has done neither.
