Can someone please explain what the war on terror is?

Has our government ever before had a good enough excuse to impose: National I.D., domestic WireTap program, suspend Habeas Corpus, suspend Posse Comitatus, perpetual war (which is beneficial to major corporations that provide weaponry as well). This "war on terror" is the government's new, grand excuse to do almost whatever it pleases. And it's pretty ingenious, because it survives by appealing to the people themselves; their fear of death. All government need resort back to is.... "You don't want to be killed by terrorist do you?" And unfortunately a majority of people fearfully submit.
