Voter Fraud Reward Program

I wonder if any of you guys would be interested in exploring the idea of creating a foundation where we can give rewards to anyone who whistleblows evidence of voter fraud , voter intimidation and manipulation.. The info/evidence would have to be substantiated.
This can be a bipartisan group similar to blackbox voting only with a monetary incentive for exposing illegal, corrupt and unfair tactics.
Maybe this already exists, I'm not sure. But if not, it might be what this country needs.

Sounds like it would be similar to the Crime Stoppers programs that many areas have.

Well...
My first thought is who is going to fund it? As soon as you get any serious money behind it, it may become an exercise in futility. But maybe I'm being a little cynical... and would the old media cover it anyhow? Interesting idea nonetheless.
