Question about Lisbon Treaty

Okay... so I know that the previous EU Constitution was defeated in referendums in France and The Netherlands, and that its successor, the Lisbon Treaty, has now been defeated in referendum in Ireland. Does this mean these proposals have been defeated each and every time there's been a referendum? Did any countries hold a referendum for the previous constitution and pass it, or has it so far only been passed by the government officials of various states. I'm curious, because if the people of these countries are consistently voting down proposals that their governments are always supporting, it is a good argument for small government for any country. It shows that government does not represent the people these days as a general rule.

Actually... I just researched it myself, and found that 9 countries had referendums on the 2005 EU Constitution. Of those 9, France and The Netherlands defeated it. So the peoples of 7 countries voted directly on it and passed it.

if "directly" means "by parlament" wich I think don't :)

That Ireland was the only country per their Constitution that requires that the people vote on it.

Yes, I know. My question goes beyond the Lisbon Treaty. The previously proposed EU Constitution was very similar to the Lisbon Treaty, and it was defeated in two referendums (France and The Netherlands). Was that constitution voted on by the people in more countries than just France and The Netherlands? Did the people of any country, when given the chance to vote directly, ever support either of these proposals?

That may be the case, but not seeing a specific answer to my question in the links you gave. So are we saying that Ireland, France, and the Netherlands are the only three countries to hold referendums on the previous EU Constitution -or- the Lisbon Treaty?

Spain voted yes

On previous EU Constitution first voted Spain. They voted YES in referendum in 2005. Then was France NO and Netherlands NO.
