I don't get it. What will this accomplish other than giving Them(tm) thousands of dollars of "fines" into their coffers?

Shouldn't cost anything
In most states having your license plate revolved 180 degrees would probably be a "fix-it ticket" which does not incur a penalty. You just have to prove you fixed it. Perhaps the police officer will allow you to flip it back up right there, immediately and not even write a ticket. (I'm not a lawyer, this is not legal advice, check your local laws).
...so this project will NOT be giving more money to government but instead signal that a lot of people are sick and tired of giving so much money to government in the first place.
Two benefits: attention + chickens to eagles
1. If enough people rotate their plates it will be noticed. Then the media, or just other drivers, will ask "why?" When the reason is given it will spur like-minded people to join in.
2. One problem with many potential activists is that they are...for lack of better words...cowards. They are scared to death of any potential negative consequence befalling them. But YOU CAN NOT HAVE A RISK-FREE REVOLUTION for freedom. So if these freedom-loving chickens see lots of other eagles who had the courage to revolve their plates for a day, then they may join in also, and we will turn millions of chickens into millions of eagles.
3. People who hear about this protest can be channeled into other projects that promote freedom (if you don't like reasons #1 and #2) I hope you'll at least like this one.
