it seems a bit odd he would transfer 3.5 mil to his congressional campiagn, which for all intents and purposes, doesn't exist since he has no opponent. But this actually makes some sense. Recall in 1988 there were some embezzlers, and even in this campaign, some staff who looted.

I think Paul may have learned his lesson, and will be only giving the CFL staff money in small doses to ensure its used efficiently and not squandered or stolen.

I think

the 3,5 m in his congressional campaign is to "park" the money there. He can use some of it to fund RP candidates later, I think. He probably made it 3,5 as it is a round figure and left the rest for the presidential campaign. Smart move.

Only 650K?!

This explains:

Paul, who ran as a determined small-government, antiwar Republican and came up something around 1,000 delegates short of the nomination, reported ending July with only 649,625.70 in the bank. Last we heard he had several million left over from his unsuccessful presidential run.

But Paul has since transferred $10,000 to his nonprofit organization and a hefty $3.5 million of that money into his congressional campaign, which might seem unnecessary to some because he has no Democratic (or Libertarian) opponent in the November general election for his 11th House term.
