It's the rules: Utah to vote for Romney !
Believe it or not, Utah delegates have to vote for Romney at the RNC convention in St Paul ! Utah has 36 delegates, and do other states have specific rules for candidates, other then McCain?

WASHINGTON -- The music will be rising into a crescendo, the hall glowing with red, blue and white stars, confetti at the waiting, when Utah delegates take the microphone in the nomination of John McCain for president and cast their ballots for -- Mitt Romney.
It's not that Utah Republicans love Romney so much they can't bring themselves to back McCain or that they won't let go of Romney's failed presidential bid. It's the rules.
As it stands, all 36 of the state's delegates are bound on the first ballot to vote for the winner of Utah's Republican primary: Romney, who nabbed a whopping 90 percent of the vote.

they are only bound by state party rules. If the delegation leader enters a vote for McCain, it would only be an issue if the state party choose to censure them, which they won't (which is probably why the rule is written that way, so as to display "party unity" at the convention.)

I think we have learned that the "rules" as far as the RNC goes, don't matter. The neo-con insiders will do what they want.

... because it makes me wonder, just how many of the total delegate votes on the first ballot will have to actually go to McCain. And who will they vote for on the second ballot? I guess MSM won't be able to say anything about it until later on in the evening.
