Can I spray it on my face
Can I spray it on my face and body so I can hide from the surveillance cameras that are littered across town?
I have a better, cheaper solution.
Know the traffic laws in your state or the states in which you drive, and abide by them. Did you know you're allowed to proceed thru red lights after coming to a complete stop in certain states? Sometimes the exception is for motorcycles only, sometimes it is not. You do the research, here's a link to get you started.

As for the speeding thing, well, you're on your own. I'd suggest, however, that if you're able to do so you ought to volunteer with the local rescue squad and/or fire dept. Make sure to tell them you want to learn how to use the Hurst/Jaws/etc. Let me know what you think of doing 50 in a 25 after you get to respond to your first wreck. Or better still, what a car looks like after crashing at 90 on the highway. Or even better than that...respond to a motorcycle accident involving excessive speed.

I drive to protect myself from death and disability. I've was injured in a fast car once - no speeding for me! I am a very, very careful defensive driver now.
I'd love to obsure my plate from these spy cams though.
Don't waste your $
Any effect on traffic cams can be achieved with 2-3 coats of Krylon Satin finish clear gloss spray. "Spray Your Plate" is essentially the same stuff, only 10X more expensive.
Best bet is spraying the inside of a clear "plate cover" with the Krylon satin, and spray the plate, too. The refraction this creates will bounce the light around faster than the shutter of any traffic cam., creating a fog, or "supernova" effect on film (digital, even).
Anything else will be noticeable by eye (police on the street) and will end up costing you even more.

But it looks like you just provided the same link as the one above! I believe the Mythbusters do all they can to make things 'real world' and if they don't, their viewers will call them out on it. Have you watched any of their shows?
