I think this is a great idea for bulk mail in general ...
The market place at work. Companies will have to measure their risk with regards to this practice.
But ....
Be very, very, very, very careful. There is the potential for this to be construed as fraud and if this is proven to be the case in the court of law, mail fraud has some pretty severe penalties.
Bulk mail solicitations are one thing.
Consider the P.O.V. of the juror.
Potentially publicly financed campaigns are another.

Each individual must decide what amount of risk they will take.
I ALWAYS cram all the crap from bulk advertising back in the envelope so they can fill their own trash cans. When I was a kid, right after I registered to vote, Handgun Control Inc. got their junk, plus the LP pamphlet for gun owners right back. Never got another mailing from them, hahaha! Did the same thing last summer with some crap from the CFR, but now I wish I would have saved it... in a lead-lined box, of course.
