Oh yes,
I absolutely think that it was a manufactured biological agent for use against the population.
And if you look at the World Health Organization maps for the distribution of the smallpox vaccinations in Africa, you can see that it overlays very closely with the centers of the AIDS outbreaks.
It is highly likely that the AIDS pandemic in Africa was created thru the distribution of infected smallpox vaccinations by the W.H.O.

However, I think that Bayer is not a US company.
Did they send the aspirins out of the US, or did they send them from their HQ in Germany, or some other location?
Bayer was originally the German company that worked for the Nazis in WW2, under the name "I.G. Farbin".
It wouldn't surprise me that they would do it, but did it have anything to do with the US?
I dunno if Bayer is US-owned or not
But the story basically is that Bayer knew one of their products were infected with AIDs. They were selling it all over the world until it was brought to the attention of US officials. To their credit, they stopped Bayer from selling it in the US...but keep what they were doing on the hush-hush. Bayer, set on making a profit, contintued to sell it in other countries.
Thousands of people died. When other coutnries found out, some foreign officials (who knew about it) were imprisoned.
Who knows what else is infected with AIDs or other things and allowed in the US and other countries.
