Do we need a 'Troll Complaints Board' ?

Reading this thread http://www.dailypaul.com/node/61813 and Michael's question about new trolls I got this idea:
Shouldn't we have permanent thread (made sticky like the 'Guidelines' and perhabs with a permanent link on the upper right site) were we all can note the tag of the user and the reason why we think seriously he is a troll?
Such a thread may relieve other threads of silly squabbling, provide a better overview for the admin and offers a chance for the accused to offer his version.

BTW In my opinion people here are generally to quick to reproach someone to be a troll. Often newbies and users who are known for their dissending or very strong opinion, are called 'troll' for the least misbehaviour. I remember myself in at least two cases to have called someone a troll who turned out to be an honest supporter.
So think twice before you shout 'Troll'.

...so much time and effort wasted on worrying about so-called trolls. Our shoulders are broad--we can handle troublemakers.

Can't we just stop satisfying those shallow, unproductive little brats? They want to get things stirred up.

I can't resist the opportunity for a little humor when dealing with stressful subjects.

But I don't think that a Troll Complaint Board is going to work out very well. The practical reason is that you and Michael will be overwhelmed with "9/11 Truthers" and 9/11 Rationalists turning each other in.

But on a more philosophical note, such an effort smacks of totalitarianism. Let's leave the banning of opposing viewpoints to sites like LGF.
