Mccain admitted we've tortured people

is it just me or at the debates tonight, did Mccain say we tortured people? well what I remember hearing was something like "we should make the conditions that we don't torture people again" then he made a face like "whoops" but it was glossed over. I thought the official position was that we never tortured, especially since it's a crime punishable by death and I doubt Mccain would support the execution of those who gave the orders.. am i wrong?
