I may be wrong. but I believe the highlighted statement was one of the main reasons that the Bush administration pushed so hard to get Immigration Reform passed, because it would create more bodies to expand credit and keep the treadmill moving.
The banks were so desperate that they were giving credit cards to illegal aliens...no social security required
