According to the clerk records, they were voting to amend the "Internal Revenue Code of 1986 to provide earnings assistance and tax relief to members of the uniformed services, volunteer firefighters, and Peace Corps volunteers, and for other purposes." If you follow the links, you find the text of the actual resolution.
This says absolutely nothing about the actual proposal at hand. In fact, I can find no record of the actual agreement (the written legislation) anywhere. If someone has a link, please let me know, but this is smelling incredibly foul. They are passing the most sweeping and constitutionally corrupt piece of legislation since the Raw Deal of FDR, and it will be registered in the report as a bill to "provide earnings assistance and tax relief to members of the uniformed services...."
Something is very wrong in Washington.

After looking at the links, something does look weird about that.

I was just about to ask you to do just that (look at the links) before I saw your edit. I did a fair amount of snooping around to make sure that I wasn't making a mistake, but it looks like this really was the bill that they were using to pass the bailout plan. Very strange... and more than a little disconcerting.

Here's what I came up with, under the description of the HR3997:

So, apparently the bailout wasn't on the schedule, and they wanted to jam it thru quickly, so they tied it to HR3997 because that was already on the schedule for today.

What was the text for HR
What was the text for HR 1517? I thought I came across this as well, and it was basically the same thing as HR 3997. I was not able to find any actual documentation on the bailout plan itself.
What's wrong with that title?
They said "and for other purposes". 700 BILLION dollars for wall street is definitely another purpose.

Either it has an Orwellian title, or something is greatly amiss. I noticed this immediately but got caught up with rejoicing the bail-out's failure and forgot to post it.

I vote for the latter. I think they were trying to slide this proposal in under the radar, but it went very, very wrong. There was not supposed to be this kind of opposition, and people were not supposed to be paying attention. Unfortunately for them, Ron Paul woke people up. Even if they didn't vote for him, their eyes are open, and they are paying attention to what is going on around them.
It should be noted that the bill in question is linked multiple times on multiple pages. If it is a mistake, it is a mistake that has been duplicated many times.
As an addendum, think about
As an addendum, think about a few weeks from now when people start looking at the voting record of congressmen. How many people do you think will recognize this bill when they see it listed and read that their congressman voted against....
Puts it all in a different light, no?
