To amend the Internal Revenue Code of 1986 to provide earnings assistance and tax relief to members of the uniformed services, volunteer firefighters, and Peace Corps volunteers...
...and for other purposes
they actually attached it as a rider providing tax relief.
only monty python could make that one up.

The name of the bill is what it is...
due to Constitutional limitations on what they can actually do. Those items are areas where Congress has authority or can make amendments to previous bills.
They write the bills to stay within Constitutional authority, and then turn around and enforce or apply it as though it applies in areas where it clearly does not, if you actually knew the law and their limitations. (And then you get media folks and judges calling you names for actually suggesting there are limits to what Congress can do...)
In short, they have NO constitutional authority to do what they're doing, and since so few people have actually paid attention (until Dr Paul cured our apathy!), they get away with it.
I learned that when researching the income tax (tariff of 1909 and 1913). fwiw.

The news media keeps saying that "the American people are against the bailout 50 to 1, that means that most people don't understand what is going on!" They don't seem to consider that just maybe we do understand what is going on and that is why we are against it!! 2/3 of the Republicans voted against the bill, why are we only hearing from the 1/3 that supported it?

And it appears that this was, in fact, the bill that the bailout bill was presented under. I am not sure what this means. It could have just been a placeholder used for expediency, but I have not been able to see the actual text for the bailout bill anywhere on the clerk.house.gov website.

I think the one you're referencing was a follow-up initiative not the banking bailout proposal.

that must be a mistake
I searched the PDF version of the bill and there was nothing with those terms or words in the whole bill.
no firefighters, volunteer, peace corps, 1986, .......nothing like that.
